Boards & Commissions

The County of Orange is looking for passionate individuals to serve on a variety of County Boards, Commissions, and Committees. Anyone who is interested and meets the qualifications is encouraged to apply.

A brief description of each vacant board or commission is included below. Some have specific qualifications but, in general, all applicants must be registered to vote in Orange County and reside in the Second District, which includes the city of Santa Ana and portions of Anaheim, Orange, Tustin, and Garden Grove, as well as portions of unincorporated North Tustin.

CAMPAIGN FINANCE & ETHICS

The Commission shall have responsibility for the impartial and effective administration and implementation of the provisions of the County Campaign Reform Ordinance, Lobbyist Registration and Reporting Ordinance, the Gift Ban Ordinance, and Sections 6 and 9 of the Code of Ethics. Cannot be an elected official, lobbyist, or serve on a political party’s body.

ASSESSMENT APPEALS BOARD

To hear property value disputes. Sits as the County Board of Equalization.

Must be an Attorney, CPA Public Accountant, Real Estate Broker, or Appraiser who is licensed/certified within the State of California for a period of at least 5 years. Must maintain qualifications through the term of office.

EMERGENCY MEDICAL CARE COMMITTEE

Advisory to the Board of Supervisors and the Health Care Agency Emergency Medical Services (HCA/EMS) Program on all matters relating to emergency medical care in the County.

ORANGE COUNTY BEHAVIORAL HEALTH ADVISORY BOARD

To advise the Board of Supervisors and the Director of Behavioral Health as to any aspect of the local behavioral health program and to perform other duties mandated by state law.

ORANGE COUNTY CEMETERY DISTRICT

Official Governing Board for Cemetery District with the mission to manage and maintain Orange County's public cemeteries in a manner that preserves their beauty, dignity, and historical and cultural values and offers affordable interment services for County residents. Oversees Anaheim Cemetery, Santa Ana Cemetery, and El Toro Memorial Park.

ORANGE COUNTY IN-HOME SUPPORTIVE SERVICES (IHSS) ADVISORY COMMITTEE

To submit recommendations to the County Board of Supervisors on the preferred mode or modes of services to be utilized in the county for the In-Home Supportive Services Program. Also, to provide ongoing advice and recommendations to the Board of Supervisors regarding In-Home Supportive Services Program

ORANGE COUNTY VETERANS ADVISORY COUNCIL

Advise the Board on issues important to Orange County's veterans; promote equal economic opportunity in health, housing, education, and employment for veterans; promote the protection of dignity and integrity of veterans; keep abreast of legislation affecting veterans; and promote equal justice before the U.S. Department of Veterans Affairs.

ORANGE COUNTY WORKFORCE DEVELOPMENT BOARD

WIA, Section 106 (Current Bylaws say pursuant to section 106 of the Workforce Innovation and Opportunity Act of 2014 (WIOA)) states: The purpose of this subtitle is to provide workforce investment activities, through statewide and local workforce investment systems, that increase the employment, retention, and earnings of participants, and increase Boards, Committees, and Commissions Expirations Boards, Committees and Commissions Expirations.html[12/6/2022 2:21:30 PM] occupational skill attainment by participants, and, as a result, improve the quality of the workforce, reduce welfare dependency, and enhance the productivity and competitiveness of the nation.

CALOPTIMA 

The Member Advisory Committee (MAC) has 15 voting members, each representing a group of CalOptima Health members or stakeholders. These include adult beneficiaries, children, consumers, family support, foster children, long-term care representatives, Medi-Cal beneficiaries, medically indigent persons, Orange County Health Care Agency, Orange County Social Services Agency, people with disabilities, people with mental illness, people with special needs, recipients of CalWORKs and seniors.

Whole-Child Model Family Advisory Committee Seats

The Whole-Child Model Family Advisory Committee (WCM FAC) will support CalOptima Health’s work to incorporate California Children’s Services (CCS) into Medi-Cal managed care. The goal of the transition is an improved healthcare experience for children who have complex needs. The committee includes up to nine family representatives and up to four seats for representatives from organizations that serve children with CCS conditions. The transition to the WCM occurred on July 1, 2019.

Provider Advisory Committee Seats

The Provider Advisory Committee (PAC) has 15 voting members, each representing an essential component of the health care delivery system. CalOptima Health doesn’t serve our members alone, and we rely on this diverse community of provider partners. The PAC includes seats for allied health services providers, behavioral/mental health providers, community health centers, health networks, hospitals, long-term services and support providers, nurses, non-physician medical practitioners, physicians, pharmacists, safety net providers, and a representative from the Orange County Health Care Agency.

ORANGE COUNTY TRANSPORTATION AUTHORITY

The Citizens Advisory Committee (CAC) actively participates in helping examine traffic solutions, providing input to OCTA’s transportation studies, and communicating with their constituencies. During the year, committee members are asked to participate in roundtable discussions and hear special presentations on various transportation projects, programs, and services.

Accessible Transit Advisory Committee (ATAC) advises OCTA about issues that relate to OCTA fixed-route transit and paratransit services for customers with special transportation needs. The Accessible Transit Advisory Committee was originally formed in 1992 in response to the Americans with Disabilities Act and formalized the predecessor “504 Committee.”

The Taxpayer Oversight Committee (TOC) is an independent committee formed after the passage of Measure M in 1990. The committee upholds the integrity of the measure by monitoring the use of OC Go (formerly Measure M) funds and ensuring that all revenue collected from OC Go is spent on voter-approved transportation projects.

  1. Assessment Appeals Board #5

    2. Sits as the County’s Local Board of Equalization to allow taxpayers the opportunity to challenge the assessment of their property placed on the roll by the County Assessor.
    3. Meets Monday through Thursday and normally begin at 9:00 a.m.  Panels of 3 are randomly selected to serve and normally serve 3-5 half days (9:00 a.m.-1:00 p.m.) per month.  The Clerk of the Board can accommodate special scheduling to accommodate business activities, vacation schedules, etc. Members are paid $125 for each half day session or $150 for each calendar if acting independently as a Hearing Officer. 
    4. Special consideration: Must be licensed or certified by the State of California as a Public Accountant, CPA, Attorney, Appraiser or Real Estate Broker for a period of 5-years and must maintain their qualifications throughout their term of office.  You must also be a resident of Orange County.

 

  1. Development Processing Review Committee

    2. Responsible for assisting County agencies in the review of procedures and codes related to the development process.
    3. Meetings held at 8:30 a.m. on the first (1st) Wednesday of each month at County Administration South (Multipurpose Rooms 103 and 105), unless otherwise notified.
    4. Special considerations: Members are typically involved in different aspects of the development/construction process.

 

  1. North Tustin Advisory Committee

    2. Responsible for reviewing and commenting on proposed land development projects within the geographic area of North Tustin. The geographic area of interest is comprised of all the unincorporated areas within the North Tustin area, including all of the areas defined by the North Tustin Specific Plan.
    3. Meetings held monthly on the third Wednesday of the month at 7pm on an ‘as needed’ basis.
    4. Special considerations: Must reside in North Tustin.

 

  1. OCTA - Accessible Transit Advisory Committee

    2. Responsible for advising OCTA about issues that relate to OCTA fixed-route transit and paratransit services for customers with special transportation needs. The Accessible Transit Advisory Committee was originally formed in 1992 in response to the Americans with Disabilities Act and formalized the predecessor “504 Committee.”
    3. Meets quarterly on the fourth Tuesday of the month at 12:00 p.m. at OCTA offices at 600 S. Main Street, Orange, CA
    4. Special considerations: Selected by the OCTA Board of Directors, the ATAC is composed of 34 members representing a broad base of individuals with disabilities and senior citizens in the county. Selection criteria for the ATAC includes demonstrated interest and involvement with people with special needs and senior citizens.

    2. Responsible to act in an advisory capacity to the County Board of Supervisors and to Orange County Emergency Medical Services on all matters relating to emergency medical services in Orange County."

  1. IHSS Advisory Committee

The IHSS Supportive Services (IHSS) Advisory Committee was established by the Orange County Board of Supervisors in accordance with Assembly Bill 1682 which mandated the formation of the IHSS Advisory Committee. The purpose of this Committee is to provide ongoing advice and recommendations regarding IHSS to the County of Orange Board of Supervisors, any administrative body in the county that is related to the delivery and administration of IHSS, and the governing body and administrative agency of the Orange County IHSS Public Authority.
    3. Meeting time/dates
    4. Special considerations:   Must be current or past users of personal assistance services as required by AB 1682/SB 72 [Side note, we could use some assistance in revising section 12301.3 of the WIC Code to allow for family members of users to qualify for the appointment. The County of Orange has only had one meeting in the last 2 years due to lack of quorum, since by definition, IHSS users are less mobile to attend commission meetings.]

Responsible to advise the OC Board of Supervisors on issues of importance to Veterans and their dependents based on input from the Veteran community; to provide a source of liaison and communication with various groups relative to Veteran issues; and, to promote involvement in Veteran-related events and functions within the county.

    4. Special considerations: Must be U.S. Military Veterans with Honorable Discharges

    2. The Board of Supervisors has created the North Tustin Advisory Board  (NTAC) to review and comment on proposed land development projects within the geographic area of North Tustin.     3. Meetings are scheduled on the 3rd Wednesday of each month at 7:00 p.m.

  1. Orange County Historical Commission

    2. The Orange County Historical Commission was established by the Board of Supervisors in 1973 in response to requests by interested County residents. The Commission is a citizen advisory group with fifteen members who advise the Board of Supervisors on items related to historic places, archeological and paleontological sites, archives/historic records, publications, and special events.
    3. The OC Historical Commission meets the first Tuesday of each month at the Mess Hall at Irvine Ranch Historic Park, 13042 Old Myford Road, Irvine, CA 92602 with periodic field trips to OC Parks facilities.

 

  1. Orange County Older Adults Advisory

    2. The Orange County Older Adults Advisory Commission (OAAC) advises the Orange County Board of Supervisors and the OC Office on Aging on matters affecting senior citizens in Orange County. The Commission consists of forty volunteer citizens, including local elected officials, representatives of health care and supportive service provider organizations, persons with leadership experience, and the general public. The Commission has an Executive Committee.

The purpose of the Waste Management Commission is to advise the Orange County Board of Supervisors on matters relating to municipal solid waste and hazardous waste management, operation and maintenance of the County's landfills, and other facilities related to the County's solid waste disposal system.
