RESULTS OF EXTERNAL AUDIT OF ORANGE COUNTY CONTRACTS SHINES LIGHT ON ANDREW DO CORRUPTION

The report is the result of Supervisor’s Sarmiento ethics reform efforts.

Santa Ana, Calif. (March 9, 2026) – In the wake of the Andrew Do scandal, Supervisor Vicente Sarmiento brought an item to the Board to conduct a complete and independent forensic audit of county contracts that were directed by the former supervisor and other contracts which he may have influenced.

“Today, the independent firm released the phase one results of that audit and sadly the results confirmed an environment of corruption around former Supervisor Do’s office, starting as early as 2019.” said Supervisor Sarmiento. “The findings showed the bullying tactics and a culture that allowed Andrew Do to benefit his family and friends with special treatment and dollars at the expense of county residents.”

After Sarmiento introduced the item, the Board directed staff to hire an independent auditor, and requested the selected vendor focus on the contracts identified as having the highest possible risk. Further, the report will be posted on the County website within 24 hours, and per my request the vendor is scheduled come before the board on March 24 to share the findings and their recommendations.

“Though the Board has made strides in increasing safeguards against abuse, the findings show issues existed at the County well before, as well as during the pandemic,” added Sarmiento. “Unfortunately, the fact that management at the County did not come forward to push back against the former Supervisor show the need for stronger ethics reforms and additional whistleblower protections for rank-and-file employees.”

Beyond the presentation of the findings and recommendations by the auditing firm, the County Auditor’s Office will also be providing an update of internal audits including a comprehensive review of County ethics policies.

“I am looking forward to the presentation, and very glad that we are being transparent with our residents and reviewing these results in the open so we can begin to restore the public’s trust. We must continue this important work and focus on additional needed reforms to ensure this is never repeated,” concluded Sarmiento.
